Residential building permit values continue to struggle. Figures from the City of Calgary's Development and Building Approvals department show that during April, the value of permits was $311 million, down 60 per cent from the same month a year ago. But city officials say that because of changes enacted to the province's building code, there has been a slight increase in the number of permits taken out.
